On Saturday one of the guys in our group hooked his tee shot into the trees along the left side of the 4th fairway. When he got in there, the ball had somehow lodged in the smallest group of twigs and was sitting a meter and a half in the air.

He walked behind the ball and holding his driver like a pool cue, deliberately struck the ball like making a shot in pool and knocked it back out into the light rough.

Is this legal?

It's not legal. 14-1 says the ball has to be fairly struck at with the head of the club, and must not be pushed scraped or spooned.

Decision 14-1/2 says that striking the ball with a billiard-type motion constitutes a push, even if it's with the head.
